VML Insurance Programs was the first and is the largest group self insurance pool in the Commonwealth of Virginia. We provide comprehensive property and casualty coverages, extensive risk management program support and third party administration services to more than 460 Virginia local political subdivisions that contribute nearly $60M in annual contributions. The pool is governed by a nine-member Members' Supervisory Board that is comprised of eight elected or appointed officials from member jurisdictions and the executive director of Virginia Municipal League.
VML Insurance Programs began July 1, 1980 with the Virginia Municipal Group Self Insurance Association (VMGSIA), a worker's compensation pool created in response to the commercial insurance industry's decision to turn its back on local governments leaving many entities across the country without coverage. In 1986, the commercial market once again abandoned local governments for liability coverage and the Virginia Municipal Liability Pool (VMLP) began operation on July 1, 1986.
On July 1, 2010, VMGSIA and VMLP merged into a single pool called VML Insurance Programs, which provides general liability, automobile liability, auto physical damage, public officials' liability, school board legal liability, law enforcement liability, employment liability, workers' compensation, property, boiler & machinery, fidelity and crime coverages.
In addition to comprehensive coverage offerings, members receive extensive risk management program support from a professional staff of 60 dedicated insurance and risk management specialists who provide claims, managed care, underwriting, excess and reinsurance placement, loss control and risk management education and training services.
Risk management program support includes grant funds, regional and local training, webinars, web-based training through the VML Insurance Programs On-Line University, employment liability advice through the HR Helpline, Nurse Triage/Day of Injury Services through the NT24 program as well as a wide variety of customizable sample policies, procedures and written programs - all of which are included in the cost of membership.
